President His Highness Sheikh Mohamed bin Zayed Al Nahyan and President Emmanuel Macron of France have reinforced their nations’ strategic partnership with a new focus on artificial intelligence (AI), advanced technology, and sustainable development. Meeting at the Élysée Palace, the leaders explored opportunities to expand bilateral collaboration, particularly in the economic, investment, and cultural fields.
During discussions, the two leaders reaffirmed their commitment to deepening cooperation in AI, energy, and climate action, aligning with their shared vision for global prosperity. They also exchanged views on regional and international developments, emphasising the importance of dialogue in promoting stability in the Middle East and beyond.
A key highlight of the meeting was the signing of the UAE-France Framework for Cooperation in Artificial Intelligence. This landmark agreement was signed on behalf of the UAE by His Excellency Khaldoon Khalifa Al Mubarak, Chairman of the Executive Affairs Authority and a member of the Abu Dhabi Artificial Intelligence and Advanced Technology Council. Representing France were His Excellency Jean-Noël Barrot, Minister for Europe and Foreign Affairs, and His Excellency Éric Lombard, Minister for the Economy, Finance, and Industrial and Digital Sovereignty.
As part of this framework, the UAE and France will collaborate on investment in a 1GW AI Campus in France, a project designed to bolster AI research and technological innovation. The French presidency stated that this data centre, dedicated to artificial intelligence, represents investments of between $30-$50 billion. The initiative is set to advance AI development by focusing on leading-edge chip manufacturing, data centre infrastructure, and talent development. The AI Campus aims to position France as a key hub for AI innovation while fostering deeper cooperation with the UAE’s rapidly growing AI sector.
The agreement also includes plans to establish Virtual Data Embassies, a pioneering initiative that will facilitate sovereign AI and cloud infrastructure in both nations. This move is expected to enhance data security and drive technological sovereignty, ensuring a robust and secure AI ecosystem.
His Highness Sheikh Mohamed bin Zayed highlighted the UAE’s commitment to responsible AI deployment, stating: “Artificial intelligence presents vast opportunities for global progress. Through our strategic partnership with France, we aim to develop AI solutions that drive sustainable growth, support innovation, and benefit humanity.”
President Macron echoed this sentiment, reaffirming France’s dedication to fostering AI advancements that align with ethical principles and economic development.
With both nations focused on leveraging AI for economic and technological progress, the UAE-France partnership marks a significant step towards shaping the future of AI on a global scale. The leaders pledged to closely monitor ongoing projects and explore further investment opportunities within the AI ecosystem.
