UAE FNC Adopts AI Policy Recommendations

The Federal National Council (FNC) has approved a series of recommendations addressing the UAE government’s policies on artificial intelligence.

The session, part of the third meeting of the second ordinary session of the FNC’s 18th legislative chapter, was chaired by Saqr Gobash, Speaker of the FNC. Omar bin Sultan Al Olama, Minister of State for Artificial Intelligence, Digital Economy, and Remote Work, also participated.

Key recommendations centred on updating legislation to reflect advancements in AI and enhancing data governance. These proposals include regulating the classification, storage, and exchange of government data, ensuring privacy while enabling information sharing. The council also urged the creation of a unified platform for open data exchange between public and private sectors and measures to support AI entrepreneurs through funding, marketing, and technical assistance.

The FNC further advocated for public-private partnerships to advance AI research and development, aiming to strengthen the UAE’s position in global AI rankings. The recommendations also included the introduction of metrics to assess the effectiveness of government services powered by AI applications.

The council referred the proposals back to its Committee on Technology, Energy, Mineral Resources, and Public Utilities for further review, incorporating member feedback before final approval. Discussions covered legislative frameworks and strategies to govern AI in line with the country’s ambitions.

Minister Omar bin Sultan Al Olama highlighted the UAE’s digital transformation journey, which began in 2002 and accelerated with the 2017 AI strategy. He outlined a phased approach built on three pillars: laying a strong AI foundation, adopting AI initiatives, and achieving global leadership in the sector.

A specialised training programme, developed with the University of Oxford, is equipping government and private sector employees with AI skills to support the UAE Vision 2071. This initiative underscores the nation’s commitment to fostering talent and innovation in the AI landscape.
